How to Access Data

Administrative data is accessed via a data license request. A data license request describes the purpose and benefit of the project, the anticipated methodology, the desired data, and the plan to disseminate findings. All data license requests are submitted to the Data Trust and reviewed by the Data Trust Data and Research Oversight Committee (DAROC). 

Your data license request will follow the procedures outlined by DAROC. They are as follows:

  1. Data Trust review. Request will go through an initial review by Data Trust staff.
  2. Data Partner  and DAROC initial review. The next review will be conducted by data partners whose data are being requested and select DAROC members. Based on this review, feedback will be sent to researcher(s) for items that require clarification or modification.
  3. DAROC vote. Once reviewed, the full DAROC committee will vote on the request.
  4. Request placed in the Data Trust queue of data requests to fulfill. If approved, the request will be added to the queue of approved data requests.  The Data Trust staff will provide you with an estimate of when your data request will be fulfilled.
  5. Discuss technical details of the request. When the Data Trust staff start working on your request, we will reach out to you to discuss the details of the request, as necessary.
  6. Dataset(s) reviewed by DAROC prior to release. Once the data request is completed, DAROC will review the data results  and vote whether to approve its release.
  7. Project team signs a Data Use License. Once the data is approved for release  and BEFORE it can be shared with the project team, the project team and the agency they are associated with, if applicable, must sign a Data Use License (DUL), which outlines the roles and responsibilities of the project team. 
  8. Data transferred via secure method. Once approved, data will be transferred to the principal investigator of the study using an approved secure transfer method. Approved secure transfer methods include placement in a location that is managed by an institution or agency (DropBox, Google Drive, One Drive, etc) and is only accessible by the individuals listed on the DLR who need access to the data, as well as transfer via an encrypted flash drive. 
  9. Project is carried out and final products are shared with DAROC prior to release. DAROC reviews all final products produced by the project team before results are released to stakeholders.
  10. Project closes and data is deleted. At the cumulation of the project, the project team deletes or returns the data, as stated on the Certification of Project Completion & Destruction of Data form, which is appended to the Data Use License.
